MLB has a "luxury tax" rule, where teams are taxed if the team payroll exceeds a certain threshold. Big name teams like the Yankees or Dodgers commonly pay $10-30M each year in luxury taxes.

IBS was fined $2M in 2021 for breaking the roster rules. LA Galaxy was fined $1M in 2022 for breaking roster rules in 2019.

The way I see it, IBS should just go out and get 11 Designated Players and treat the fine like a luxury tax. Have Messi pay for it, the fine is less than what he makes in a week and in turn he can relive the glory Barca days with all his buddies in Miami.

To build on my previous post, I'd argue that the reason the league came down on Miami and the Galaxy was that they broke the rules to sign irrelevant players. MLS will bend or change the rules to bring in Beckham, Dempsey, or Messi. When you start fudging the rules for Christian Pavon and Blaise Matuidi, you're sending MLS towards that salary arms race I was talking about for no good reason.
